【第１弾】外交文書で学ぶシリーズ
外交文書とは？
外交交渉に用いられる一切の公文書。また、国家間の合意または一方的意思表示を記載した文書。条約・通牒(つうちょう)・宣言など。

本シリーズでは国同士の祝文のやりとりなども「外交文書」として定義して、公式に国同士が英語でどんなやりとりをしているのか見ていきたいと思います。
丁寧で正確な英語は外交文書に学ぶべし
「なんで？」と思われるかもしれません。
理由は単純で、政府同士・国同士のやりとりは、ネイティブレベルの人がきちんと校正している公式文書だからです。
いろんな目的（敬意の表明、懸念の表明）でお手紙を書くわけですが、きちんと英文ルールに従い、相手に失礼なく自分の思いを表現するあたり学ぶところが多いからです。
今回は、外交文書からちょっと色々英語的な何かを勉強できないかを見ていきたいと思います。
【外交文書から学ぶ】シンガポール＆日本の外交文書から読んでみる
シンガポールの大統領から日本に送られた令和天皇即位の祝電文章を引用させてもらうことにしました。
【政治情報ちょっとだけ】シンガポールはウェストミンスター・システム
シンガポールはウェストミンスター・システムという、「首相が行政権を持つ」という仕組みを採用しています。
つまり、シンガポールの大統領は儀礼的な存在であり、行政権を持たないんです。シンガポール初の女性大統領ハリマ・ヤコブ（Halimah Yacob）さんはいわゆる儀礼的・象徴的役割ということになります。
今回は、2019年5月1日、新天皇即位のために大統領ハリマ・ヤコブさんが送ったお手紙を読んでいきたいと思います。

外交文書を読んでみた感想
第一印象。国と国ってこんなやりとりしてるんだ！
「国と国のやりとりってこんな感じなんですね」っていうのが第一印象ですね。
天皇陛下・国王級への手紙って特別な英語には見えない（驚）
普段、英語を勉強していて普通の英語（英会話、講義、CM、新聞、テレビ）を見たり、聞いたりしていても天皇陛下とか国王級に英語でお話したり、お手紙を書いたりすることってありませんよね。笑
もちろん普通に生活していて、外交文書を書くことなんてありえないですし。
やってみて分かったことですが、特に特別な単語とか使ってないんですが、すごく丁寧で相手への敬意・友好的な文書の書き方ってすごく良いですね。笑
意外と外交文書って難しくないかもしれない
使われている用語はTOEICで見るレベルの単語ですし、全然難しすぎることも、簡単すぎることもないですね。
書き方が美しいし、参考になる。
初めて外交文書を読んでみて分かったことですが、トピックセンテンス、言い換え表現、並列などエッセーのルールにしっかり従って書かれていることがわかりました。
まとめて分かった！【外交文書って意外と面白い】
今回、外交文書から丁寧なやりとり、国同士のやりとり、天皇・国王クラス級への英語文の書き方をみていきました。
友好国同士の外交文書（手紙）だけあって、良い感じの内容でした。
憂慮・懸念とか表明してないし、読んでて気持ちいいですよね。
これを機にビジネス英語とか、丁寧な英語を学んでみたいと思われる方は、参考書で勉強してみて下さい。
丁寧さとカジュアルさに波をつける、普段使っている単語をワンレベル格の高いものに変えるなど、役に立つアドバイスばかりで大変為になりました。あっという間に読破してしまいそうです。
